14 June 2017 –  Climate Change Policies – Are They Conducive to Investments? The challenges for investors and governments

Carbon exchanges, taxes and tariff subsidies have been used the world over to incentivize investment in renewables and other greenhouse gas abatement projects. Yet, pricing in the cost of greenhouse gas emissions has led to regulatory uncertainty in developing and developed countries alike, as the politics overtake the policy imperatives. The changing regulations impacting solar tariffs in Indonesia over the past year affirm the inherent risk in relying on subsidies for the commercial viability of these projects. Disputes under the Energy Charter Treaty, as a consequence of European countries’ retrospective reduction of renewables tariffs, are ongoing. The Australian carbon tax was a debacle that contributed to the downfall of a government. In this region however, China and Singapore are pushing ahead with carbon exchanges and taxes and various governments have and continue to implement feed-in-tariff schemes.
WIEA brought together an outstanding panel of industry representatives and experts to lead us in a discussion on policy frameworks and how the challenges confronting investors and governments may be managed and overcome.

– Emily Spears, Environmental Products Originator, BP
– Gilles Beau, CDO & Senior Wind Engineer, Blue Circle
– Andrew Koscharsky, Director, Energy, RCMA
– Amanda Lees, Arbitration Lawyer and Of Counsel, Simmons & Simmons JWS
– Cherine Fok, Senior Manager Sustainability Advisory & Assurance, KPMG
The session was moderated by Bree Miechel, Of Counsel at Simmons & Simmons JWS

We are very thankful to all panel speakers for sharing their deep insights on this important topic and to Simmons & Simmons JWS for kindly sponsoring this event.

6 October 2015 – Developing Challenging Projects: The Nam Theun 2 Case Study

Women in Energy, Asia presented the story of the Nam Theun 2 (“NT2”) hydro project in Lao PDR, where EDF is the main shareholder.

The challenge was the development and financing of a huge hydro project consisting of 1,070MW of installed capacity, with a 39m high dam able to generate 6,000 GWh of electricity per year in a national protected area. The configuration itself is unique: abundant water on the Nakai Plateau in Central Laos is channeled down via a tunnel drilled through the Karst mountain. The majority of the electricity is exported to neighbouring Thailand and the revenues generated by Laos are dedicated to fund poverty reduction efforts across the country.
